Overview
The District Emergency Operation Centre(DEOC) Aims For An Effective And Realistic Disaster Management With Fail Proof Communication, Accurate Databases In Order To Make Optimal Utilization Of Men, Material And Resources To Prevent The Loss To Lives As Well As Minimize The Loss Of Property Ensuring Fastest Restoration Of The Situations.
Objective:
The Disaster Management Covers A Broad Range Of Interventions Undertaken Before, During And After A Disaster To Prevent Or Minimize Loss Of Life And Property, Minimize Human Suffering And Accelerate Recovery. The Management Of A Disaster Can Be Viewed As A Series Of Phases Including Preparedness, Response, Relief, Recovery (Rehabilitation And Reconstruction.), Prevention, And Mitigation. The Disaster Management Act. 2005 Has Further Clarified The Role Of The District Disaster Management Authority (DDMA) As An Apex Body For Implementing For All Disaster Management Related Functions And Activities. These Functions Include Mitigation And Preparedness Measures Alongside Response, Relief And Rehabilitation. A Key Role Has Been Assigned To The Local Authority For Ensuring Training Of Its Officers And Employees, Maintenance Of Resources So That These Are Readily Available For Use In The Event Of A Disaster. The Local Authority Shall Also Carry Out Relief Rehabilitation And Reconstruction Activities In The Affected Areas, Conforming To The Guidelines For Mitigation Activities.
The Control Room Will Be Manned Round The Clock For Emergency Responses. The DEOC Will Be Placed In The Emergency Section Of The District Collectorate.Various Schemes:
- R.G:- The District Disaster Management Authority provides Rehabilitation Grant (RG) to the victim families for damage of dwelling house in natural disaster.
- GR:- Gratuitous Relief is provided to the people who are sheltering in the relief camp in the form of items like rice dal, salt, chira, gur, baby food etc.
- Ex-gratia:- Financial assistance in the form of Ex-gratia is given to the Next of Kin of the person who died due to natural calamity or manmade disaster.
- SDRF:- State Disaster Response Fund (SDRF) implied for restoration of damages occurred in infrastructures like road, bridges, embankments, schools, health sub centres, icds centres etc. due to disaster.
Further, various awareness activities for mitigation of losses of lives and properties were done by the District Disaster Management Authority. To aware the village level community Gaon Panchayat Emergency Management Exercise (GPEMEx) has been conducted in 62 GPs of the district. Training Programme for the Members of Village Land Management Conservation Committee (VLMCC) has also been conducted covering members from all existing VLMCC in the district.
How to apply for said scheme:
Any affected family/ person can apply for the financial assistance directly to the Deputy Commissioner -cum- Chairman, DDMA, Hailakandi or through the Circle Officer of the concerned Rev. Circle in the plain paper petition for assistance under the above mentioned scheme. Report of the Circle Officer as field level report must be incorporated along with photographic evidence dualy attested by the concern C.O. for preliminary consideration under the said scheme.
